Interim Strategic Health & Safety Review Lead
Location: Exeter
Contract/Perm: Fixed Term Contract for 12 months – with possibility to extend to 18 months
Salary: £51,937 to £55,504 per annum

A large Fire and Rescue Service in England who provide prevention, protection and response services across the counties of Devon and Somerset are actively seeking an Interim Strategic Health & Safety Review Lead. A key part of this professional workforce is our Health and Safety team. This role has become available to support the Service to transform its approach to Health and Safety. The Interim Strategic Health & Safety Review Lead is not just a subject matter expert, but someone that has demonstrable organisational experience in leading transformational, cultural and behavioural safety change programmes.

About the Strategic Health & Safety Review Lead Role:
The Interim Strategic Health & Safety Review Lead is responsible for supporting delivery of the Service’s strategic objectives through:
• Ensuring that the Service has the appropriate resource, capacity, structure, health and safety management framework and assurance systems to ensure compliance with its statutory Health and Safety duties and to ensure that all staff, both uniformed and non-uniformed, are able to be healthy and safe at work when undertaking their duties.
• Shaping, leading and influencing behavioural safety and driving positive change in the organisational culture in tandem with the development of an Engaged Safety Culture.
• Keeping abreast of changes in UK legislation to ensure organisational compliance and to develop best practice. and
• Contributing to the development of local and national best practice within the Fire and Rescue Service.

Essential Qualifications:
• Holder of NEBOSH National Diploma or equivalent with relevant post qualification experience in Health & Safety - To effectively and efficiently carry out this role this is likely to be at least 5 years with evidence of Continuous Professional Development over this period of time.
• Holder of Chartered membership of the Institution of Occupational Safety & Health.

Desirables:
• Proven successful track record of working within a Health and Safety environment at senior strategic management level
• Demonstrable experience in leading transformational change and behavioural safety programmes
• Strong communication/interpersonal skills including ability to present in-formation clearly, concisely and accurately, influence and persuade others at all levels and to develop successful networks within and external to an organisation
• Ability to monitor and review performance standards and targets in relation to Health & Safety Issues
• Proven application of the principles of Risk Assessment, ‘safe person’ concept and dynamic and systematic risk assessment
• Proven ability in knowing, interpreting and applying best practice in Health and Safety management.
• An ability to exemplify good practice in leading the Health and Safety agenda through work with other agencies and representative bodies
• Experience of Project Management

• Proven ability of implementing Health & Safety Strategies and policies/procedures which flow from such strategies
